This change will help Pakistani YouTubers make more money, as many of them specialize in making Shorts. It will also aid in bringing in more writers and artists to the platform.
This is all part of a larger update to the YouTube Partner Program that mandates new agreement terms for all YouTube partners, regardless of whether or not they plan to monetize their Shorts.
Super Chats, shopping integrations, and a creator fund set up by the company were previously the only ways creators could make money off of Shorts.

While YouTube has done this successfully for years with classic video formats, this model was not as successful as TikTok’s monetization scheme.
In a long-awaited move, it’s now including Shorts.
If they so choose, creators don’t have to allow Shorts to be monetized at all.
YouTube is implementing a modular system for the terms of the Partner Program, where all participants must sign a base agreement outlining what content can be posted on the site and how payments are made.
You can only use this if you are a YouTube partner creator.
If partners do not agree to the new terms by July 10, 2023, monetization will be disabled and they will need to reapply to the program.
In order to earn money off of the “Watch Page” and Shorts, partners need to sign a second agreement.
Beginning on February 1st, creators can join the Shorts agreement and start earning money from the ads that play between videos in the Shorts Feed.
Other YouTube services, such as live streams and more traditional “long-form” videos, are covered by the Watch Page agreement.
If a creator has already enabled “commerce products” like memberships, Super Chats, Super Stickers, and Super Thanks for their channel, YouTube says they don’t need to re-agree to the terms.
By breaking the monetization agreement into smaller pieces, YouTube can add new features in the future without having to renegotiate the entire contract.
The creator has the option to remove themselves from certain monetization modules after initially agreeing to them.
New Eligibility Requirements
Shorts will now be able to be monetized as YouTube also announces changes to its Partner Program eligibility standards.
One of the prerequisites used to be that your content had 4,000 public watch hours in the preceding 12 months. Since October 2022, that timeframe also applied to shorts.
According to the most recent revision to the YouTube Partner Program eligibility and information page, this is no longer the case as of January 2023.
There has been a change to the prerequisites, and now you need either 4,000 hours of content that isn’t Shorts or 10 million views on public Shorts within the last 90 days to qualify.
However, 1,000 subscribers are the threshold requirement for both options.
